Incko ordered list of state property

Banja Luka - Working Group for a list of state property at the level of Bosnia and Herzegovina still has not even agreed on the methodology of the census, and react the High Representative in BiH Valentin Incko yesterday launched the process in which the OHR I inventory property.
How is says, will be collected a list of real estate over which the 31 December 1991. disposal or management of the right to have the former Socialist Republic of Bosnia and Herzegovina, and real estate that were transferred to Bosnia and Herzegovina as a result of international agreement on the succession of former Yugoslavia.
The Office of the High Representative said that the property included in the process and the date of the list starts unanimously established the Council of Ministers decision of 9 April this year. Valentin Incko believe that property is a list of "technical process of collecting data, primarily from land-knjižnih offices and cadastre, and it is the information that they have" available to the public. "
"In the process, the OHR will collect data from each of the 48 land-knjižnih office in the country. When they gathered all the necessary information, the OHR will be submitted to the Council of Ministers report and entity prime minister, who then must decide how to distribute property agreement between the state and entity governments, "says Incko. He claims that the collection of information OHR will not in any way prejudicirati the outcome of the political agreement that must be achieved.
Incko is convinced that "it is clear that the Working Group for a list of property, which is the mandate given by the Council of Ministers, will not be able to complete the list of property to the deadline - 30 September 2009. since it was not able to agree even about the methodology of collecting data. " "Must not miss the opportunity to be objective with regard to the state property in full before the November meeting of the Steering Committee of the Council for the implementation of the peace," said Incko.
High Representative reminds us that the least acceptable and sustainable solutions to the issue of distribution of property between the state and other levels of government, the first of five goals set by the PIC as a prerequisite for closing of the OHR.
"Anyone who opposes this should explain why it is against the public process of collecting information that will determine the status of property that belongs to the citizens of BiH", sent Incko Valentin.
Member of the Working Group for a list of state property Dragica Miletić did not want to comment the decision of the OHR on the list, a suggestion we could not get any of the other member Dragan Spasojevic.
Member of SNSD in the House of Parliament of Bosnia and Herzegovina Lazar Prodanovic believes that the state need only property that is used, and any other property used by the RS and FBiH, and their local communities, should be owned entities, and municipalities. "Needless to knjižiti property twice - once at the state level, and after it is assigned to use the entity, when it is quite logical that, as in modern states, there is a tendency of decentralization, which includes property and assets at the lower levels of government," said Prodanovic Srni.
